		<description>Absolutely. We are already seeing flavors of this with portable or universal identities, reputation, and network migration. To begin with the authority giving the certificate is the network itself. A reputable network&#039;s reputation rating is better honored. One can imagine highly reputed network morphing into reputation authorities.</description>
